PBL Netherlands Environmental Assessment Agency is an autonomous research institute that is part of the Dutch Government: we are government funded and our publications, therefore, are publicly available.

Most of PBL’s work can be copied, distributed, presented, downloaded and cited free of charge and without prior consent.  Official PBL publications or parts thereof may be reproduced, providing the source is stated (i.e. author, year and PBL Netherlands Environmental Assessment Agency). Whenever derived work is used, the user may not give the impression that PBL automatically subscribes to its content. Please also refer to the Creative Commons licence.

The photographs on our website are not included in the Creative Commons licence, as PBL does not hold those copyrights, which also applies to work that is third-party funded and/or published by external publishers, for which the user should seek prior, written approval.

Use of graphics

PBL’s in-house produced illustrations/graphics can be used freely, as long as the source is stated (‘PBL Netherlands Environmental Assessment Agency’). Here, also please refer to the Creative Commons licence. For the use of photographs, see the above paragraph.

Reports in hard copy?

For both environmental and financial reasons, PBL only publishes leading publications (i.e. with large target audiences) in hard copy. Other series, more academic publications and background information with a smaller target audience, are only published in electronic form. Hard copies can be ordered free of charge.
