Hot air not necessarily an obstacle for Copenhagen
In Copenhagen, one of three possible solutions could be found to the problem of surplus Russian and Ukrainian emission rights: (1) rich countries all agree to reduce more; (2) a more stringent target is set for Russia, with a reserve for national use; (3) Russian emission trade is limited, but at a good price. In this way, the so-called hot air would not be an obstacle in the process of reaching an agreement.
