Emission targets for EU Member States by 2030
A European greenhouse gas emission reduction target for 2030 is currently under discussion. For a 2030 EU reduction target of 40%, compared to 1990 levels, indicative reduction targets under the Effort Sharing Decision for the wealthiest Member States are 47% to 52%, compared to 2005 levels. For the Netherlands, the indicative target for 2030 is 40% to 43%, compared to the emission level of 2005.
As European Member States are making progress towards their 2020 targets in the Effort Sharing Decision, the attention of policymakers is shifting towards a framework beyond 2020. The European Commission, therefore, has launched a discussion with its Green Paper on a possible policy framework for 2030. PBL Netherlands Environmental Assessment Agency has analysed the effects of various assumptions on Member States' non-ETS emission targets for 2030.
