Academy Lecture Climate policy, human rights and biodiversity
Biodiversity and equity are intimately linked in climate policy. Both should be better considered when making global agreements on climate change mitigation. So argues Professor Elisa Morgera, UN special rapporteur on climate change and human rights. On 27 May, she will give the PBL Academy Lecture 2025 in the Atrium of B30, Bezuidenhoutseweg 30 in The Hague. You can register for the lecture below.

Mitigating climate change and biodiversity loss, according to the UN organisations IPCC and IPBES, requires transformative change in the way we live. Including human rights and biodiversity in the design of climate action not only contributes to climate goals, it makes climate policy equitable and nature-positive. Besides connecting climate and biodiversity policies with human rights, Morgera also discusses the pitfalls and opportunities of using litigation to enforce climate and biodiversity targets.
After the lecture, several referees will respond, after which the microphone will open for discussion with the audience. The working language will be English. Afterwards, there will be an opportunity to talk afterwards with drinks.
More about Elisa Morgera
Professor Elisa Morgera is an Italian lawyer with a PhD in international law. She specialises in international, European and comparative environmental law with a focus on the interaction between human rights, justice and sustainability in the use of natural resources - in particular the ocean. Between 2019 and 2024, she was director of the One Ocean Hub. Since May 2024, she has been UN Special Rapporteur on climate change and human rights. She also works as a professor of Global Environmental Law at the University of Strathclyde Glasgow, Great Britain.
