Territorial Impact Assessment: a critical examination of current practice

The cohesion – or lack thereof – between European policies has long been the topic of debate and has resulted in various initiatives for improvement, a very recent example being the Better Regulation Agenda proposal in May 2015.

One of the main vehicles to achieve better coherence are impact assessments that cut across a range of policy areas, the Territorial Impact Assessment (TIA) being a prominent example. This chapter, published in an edited volume in 2011 and now granted open access, presents a survey of and reflection on TIA methodologies and related approaches both at the EU level (specifically ESPON) and member state level. Although it is not exhaustive, this review can be used to further the debate on how to measure policy impacts and their coherence and whether further coordination is necessary to improve cohesion.
