Involvement of EU actors in international climate initiatives

An assessment of a selection of initiatives based on the Non-state Actor Zone for Climate Action portal (NAZCA) and United Nations Environment Programme (UNEP) Climate Initiatives Platform shows that EU national governments are well represented in these initiatives, but the level of participation varies between countries. The participation by EU cities is more widespread, but transparency and availability of data on emissions and energy could be improved. Most transport initiatives in which EU Member States participate do not include quantifiable targets, which would be key to increase effectiveness.

Level of participation of EU Member States in international climate initiatives

National governments can play an important initiating or facilitating role in international climate initiatives. EU national governments are well represented in these initiatives, but participation levels vary between countries and are generally limited to north-western Member States and Italy. These results are based on an assessment of a selection of initiatives from the NAZCA portal and UNEP Climate Initiatives Platform.

International city and transport initiatives

In addition to national governments, sub-national governments also play an important role. Participation by EU cities is more widespread, compared to that of national governments. For these initiatives, transparency and availability of data on emissions and energy could be improved. Various actors are involved in transport initiatives, with EU participation mostly among parties from western Europe. Most of the transport initiatives in which EU Member States participate do not include quantifiable targets, which would be key to increase effectiveness.
